IIT Madras, in association with AICTE, launched the website for Kashi Tamil Sangamam, calling for applications from people of Tamil Nadu and Pondicherry to participate under the seven identified categories - (i) Students (ii) Teachers (iii) Professionals (iv) Spirituals (v) Farmers & Artisans (vi) Writers and (vii) Traders and Businessman

IIT Madras constituted a selection committee to select the delegates. Focus was on ensuring participation from all districts of the state and from all sections of society.

Over 42,000 people from across Tamil Nadu registered to participate as delegates in Kashi Tamil Sangamam under the said seven categories.

A Selection Committee was set up by the IIT Madras for selection of the final delegates.
